A 2012 estimate showed that the community had a population of 20,302. Of the many families that live in Portsmouth, more than 28 percent had children attending school. Shawnee State University also makes its home here.

After river flooding in 1937, a 2,000-foot floodwall was constructed along the Ohio River. The site has since been transformed into an expansive mural that depicts the history of Portsmouth. Historical locations in and around the community include Woodland Mound Park, the Serpent Mound and the Tremper Mound, which were constructed by prehistoric Native Americans as primitive burial grounds. The Southern Ohio Museum and Cultural Center has exhibits that include Native American artifacts that date back more than 7,500 years.

Visitors get a chance to see how people lived during Victorian times by touring the Philip Moore Jr. Stone House or the 1810 House. The Clark Planetarium at Shawnee State University welcomes guests to explore the universe and offers programs throughout the year. The Shawnee State Park provides plenty of options for outdoor recreation. The Ohio River and the forested hills of the park feature a variety of paths that welcome cyclists, hikers and walkers. Camping, boating and fishing are also allowed.
