The county seat of Ellis County in Kansas, Hays is the largest city in the northwestern part of the state. The city draws its name from Brigadier General Alexander Hays, a famous military man from 1865 who helped found the city in 1867. Severe flooding occurred in both 1907 and 1951. In 1935, the city experienced the violent dust storms characteristic of the Dust Bowl. However, recent years have seen only growth.
